山东省对外投资与经济合作商会成立于1998年，是由山东省对外投资、承包工程、劳务合作、贸易、工程装备及建筑建材企业依法自愿组成的社会团体。其主要业务：一是组织会员单位按照政府有关规定，建立健全对外投资、承包工程及劳务合作企业管理制度并实行规范化管理；二是协助政府部门协调会员单位之间的关系；三是协助会员单位做好与我国驻外使馆经商处的联络工作；四是向会员单位提供信息交流和咨询服务；五是定期组织对会员单位工作人员进行业务培训，提高综合素质；六是办理政府授权、委托的有关对外投资、承包工程及劳务合作企业管理与发展等方面的事项；七是帮助会员企业开拓对外投资、承包工程、劳务合作及贸易市场；八是代表本行业出席有关国际会议，与世界各个国家和地区的同行业组织建立联系，促进行业的国际合作。
山东省地处中国东部沿海，面积15.71万平方公里，海岸线长3100多公里，辖16个市，总人口1.0152亿。山东是中国经济强省，农业、人口大省。自改革开放以来，山东省国内生产总值迅速增长。今天的山东将以更加积极的姿态推进山东企业“走出去”，大力发展对外投资、承包工程和劳务合作业务。截至目前，全省开展对外投资、承包工程和劳务合作业务的企业已达4000多家，全省每年对外投资额、对外承包工程新签合同额和营业额、对外劳务合作年外派人数均居全国各省市前列。我会本着“平等友好、互利互惠、共同发展”的原则，充分发挥山东省整体优势，协助会员单位开展对外投资、承包工程和劳务合作业务。

Shandong Provincial Chamber of Commerce for Overseas Investment & Economic Cooperation (SPCCOIEC), founded in 1998, is the only social organization voluntarily composed of enterprises and institutions engaged in foreign investment, contracting projects, labor cooperation, trade ,engineering equipment and construction building materials in Shandong Province. Its main businesses are as follows:
Organize member units to establish and improve the management system of foreign investment, contracted projects and labor cooperation enterprises and implement standardized management in accordance with relevant government regulations.
Assist government departments to coordinate the relationship between member units.
Assist member units in liaison with the Economic and Commercial Counselors’ Offices of Chinese Embassies abroad.
Provide information exchange and consulting services for members units.
Organize professional training for staff of member units to improve their comprehensive quality.
Handle matters that are authorized or entrusted by the government concerning the management and development of foreign investment, contracted projects and labor cooperation enterprises.
Help member units to develop market of foreign investment, contracting projects, labor cooperation and trade.
Represent the industry to attend international conferences, establish relationship with the same sector organizations and promote international cooperation.
Shandong is located in the east coast of China, with an area of 157100 square kilometers and a coastline of more than 3100 kilometers. It governs 16 municipalities with a total population of 101.52 million. Shandong is a province with strong economy, large agriculture and population in China. Since the reform and opening up, Shandong’s GDP has grown rapidly. Today’s Shandong will push forward the “going out” of Shandong enterprises with a more positive attitude, and vigorously develop foreign investment,contracted projects and labor cooperation. Up to now, more than 4000 enterprises in Shandong have carried out foreign investment, contracted projects and labor cooperation business. The annual amount of foreign investment, newly signed contract amount and turnover of foreign contracted projects and the annual number of expatriates in foreign labor cooperation are among the forefront in China. Based on the principle of “Equality & Friendship, Mutual Benefit and Common Development”, we will give full play to the overall advantages and assist member units to carry out the related business.
